About ELV
In the 1990’s, people became concerned about environmental issues of automotive products. In order to reduce damage from automotive products on the environment and the commitment to environmental and resource protection, and energy conservation, various countries or regions have developed a variety of environmental laws and regulations, to strengthen the management of car recycling, improve the utilization of scrap automobile recycling, effectively reducing the environmental impact of discarded automobiles, auto industry to achieve sustainable growth. How to achieve an environmentally friendly and economical way to dispose of scrap vehicles, to promote the sustainable development of the automotive industry, has become the focus of the worlds automotive industry, while the regulations on waste management have gradually strict.
October 24, 2000, the European Union formally promulgated directive ELV(End-of-Life Vehicle)2000/53/EC targeting at abandoned vehicles. EU member states before April 21, 2002 have transposed this directive into their national laws. The directive covers the vehicles, end-of life vehicles and components and materials. According to the provisions of the directive, EU member states should ensure that vehicles (including materials and components) put on the market after 1 July 2003 shall not exceed four heavy metals concentration limits specified in 2002/525/EC. The regulation requires the maximum concentration limits of lead, mercury, hexavalent chromium contained in uniform material shall not exceed 0.1%; and the maximum concentration limits of cadmium in uniform material should not exceed 0.01%.
On February 6, 2006, the National Development and Reform Commission, Ministry of Science and Technology and the State Environmental Protection Administration jointly issued the "Technical Policy for End-of-life Vehicle" (hereinafter referred to as China ELV), explicitly requires the car products recovery efficiency indicators to be included into automotive products market access permission management system. Since 2008, Chinas auto production or sales of automotive products business should start utilization of recyclable registration work for the technical preparations. Since 2010, Chinas auto-import companies or agents should be responsible for recycling of their sales automotive products and packaging materials. Toxic substances and materials destructible environment are prohibited to use in car design and production, eventually to reduce and stop the use of non-recycled materials, restrict the use of lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls (PBB), polybrominated biphenyls ethers (PBDE) and other harmful substances.
The main requirements of ELV
In all the car parts and materials, the restrictions of hazardous substances and limits are:
* In the vehicle design process, to reduce the use of harmful substances
* Ensure the vehicles put into the market after July 1, 2003 do not contain Hg, Cd, Pb, Cr (VI), component (except as provided in the exemption) in all parts and materials
* Cadmium (Cd) ≤100ppm (0.01%)
* Mercury (Hg) ≤1000ppm (0.1%)
* Lead (Pb) ≤ 1000ppm (0.1%)
* Hexavalent chromium (CrVI) ≤1000ppm (0.1%)
* PBB≤1000ppm (0.1%)
* PBDE≤1000ppm (0.1%)
